Your new role
You will contribute significantly to the successful delivery of the Roads Investment Programme and enhance Value for Money in our investments. You will be responsible for ensuring quality and decisive application of Value and Benefit Management across a national portfolio of major capital investment projects. Your teams efforts will result in project business cases being strengthened, benefits maximised and efficiencies identified earlier in the project lifecycle. By constructively challenging and supporting the project initiation and development phase, value management will assist project and sponsorship teams to confirm the business case, assess scheme options, mitigate delivery risks, maximise opportunities and form a clear and cohesive plan for management actions. Later in the project lifecycle the focus will shift to Value Engineering, benefit realisation management and continuing to support teams to deliver more value from the preferred solution.
The successful candidate will manage a team responsible for scheduling and running workshops and interventions. Ensuring quality outputs are captured in a timely manner and providing an evidence base upon which the project or programme will progress. He or she will facilitate some workshops and assist with training other facilitators internally and accrediting where external resources are required. You will also support the application of value and benefit management best practice across non construction projects and programmes which are deemed key to the long-term success of the programme.
This role can be based from the following sites: Bristol, Bedford, Guildford and Birmingham. There will be regular travel across these offices.

· Awareness of cost and commercial processes within the infrastructure industry
· Experience of integrated risk, asset management, value and benefit tools and techniques
· Knowledge of applying Value Management and Value Engineering to asset and technical standards
· An excellent communicator and influencer
· Business Risk and project Risk Management
· Good knowledge of Benefits Management process
· Knowledge of project and programme business case development processing
· Leading high performing teams
· Educated to a degree level in a relevant scientific, economic or engineering discipline

A bit about us
Regional Investment Programme is currently responsible for delivering 82 schemes worth more than £7bn that will enable economic growth and improve effectiveness of the strategic road network and how it links to England’s local infrastructure. 39 of these schemes have a commitment to start works by the end of March 2020. We’ve stepped away from transactional project-based approaches to introduce portfolio management and regional accountability. We have recently entered into new 6-year Regional Delivery Partnerships in each of our regions and appointed Delivery Integration partners to take a lead on the development and construction of our RIP Major Projects and Technical Advisor partners to develop early options and assure the design and construction work. Our integrated teams are based in six regional offices but work collaboratively to better deliver our programme objectives.
